 自然资源对干旱区经济发展和城市化的增长阻尼—以新疆库尔勒市为例*

 A quantitative analysis on economic development and
urbanization of the arid area based on growth drag model:
A case study of Korla,Xinj iang Autonomous Region,western China

摘要:  在对传统经济增长阻尼模型修正的基础上,建立了基于水、上地和能源资源对经济发展和城市化的增长阻尼模型,选取经济增长和城市化快速发展的在西北干旱区具有良好代表性的库尔勒市进
行实证研究.结果表明,水资源对库尔勒市经济发展的增长阻尼明显地大于上地与能源的约束,而对经济发展和城市化的增长阻尼分别为0. 02和0. 10,即水资源对城市化的增长阻尼约是对经济发展的5
倍,表明水资源对经济发展的约束会加倍地作用于城市化,并提出了相应的建议,对我国西北干旱区经济发展和城市化具有良好的借鉴与参考意义.

Abstract:  A revised growth drag model for economic development and urbanization progress in the arid area is established based on energy, land and water resources. Korla, a fast developing city in southern Xinjiang
Autonomous Region, western China, is taken as an example. Our result shows that,compared with other resources, water resources have much more constrain on Korla’s economy development and urbanization progress,
of which the growth drag is up to 1. 97%and 9. 2’1%.Obvious,due to its specific natural environment, the scarce,constrained and irreplaceable water resources becomes the main restrictive factor on the economy and urbanization of
the northwestern arid area of China. Also,the growth drag of the economy is about 5 times than that of the urbanization progress,which shows that water’s constrain on economy will reflect in times on the urbanization
progress. Korla should focus on the following approaches to reduce the growth drag of urbanization from water resources.The first is to increase the elastic coefficient of the capital.The second approach is to improve the
protection of ecological environment,to develop environmental protection industry, and to establish agriculture and animal husbandry composite or agriculture and forestry composite system.The third approach is to mcrcasc mcome
and to reduce expenditure simultaneously, and save water resources vigorously and utilize it intensively.
